Actually, the design first originated as a very early design concept for the Enterprise itself that Jefferies sketched back in the initial pre-production days of Star Trek's development, but apparently swiftly abandoned it, not because he didn't like the design, but because he feared a physical model of the design wouldn't be able to support its own weight adequately enough for filming purposes, and practically demands overruled.
But yes, he'd later revisit and further refine the design with Roddenberry following the production of TOS for the ultimately unproduced series that later influenced "Andromeda," as you say, and its a bit better known for that for good reason. Apparently Roddenberry liked the design enough that it was included in the Motion Picture at his own insistence.
It is a pity it never got properly used in any show back at its original conception then, because it truly was way ahead of its time, in many ways people couldn't have possibly known back then.
